- PUBLIC PARTICPIATION
A member of the public attended to enquire about delays in the planning process.
- APOLOGIES RECEIVED – ACCEPTANCE AND RECORDING OF APOLOGIES
Apologies were received and accepted from Cllr W Woolliscroft and Cllr Nixon.
- RECORD DECLARATIONS OF INTEREST FROM MEMBERS IN ANY ITEM TO BE DISCUSSED
No declarations of interests recorded.
- APPROVAL OF MINUTES OF THE MEETINGS HELD ON 10 March 2022
The minutes of the Parish Meeting held on 10 March 2022 were considered, approved and duly signed as a correct record of the meeting.
- DISCUSS MATTERS ARISING FROM MINUTES NOT ON AGENDA
- The Clerk confirmed that a quote for a new village sign in Oulton had been requested from Amey.
- REPORTS FROM BOROUGH AND COUNTY COUNCILLORS
- County Councillors: no matters reported
- Borough Councillors: Cllrs provided an update of the positive peer review conducted at the Borough Council.
- The consultation on the Local plan consultation will be released in the autumn 2022.
- The Mayor making ceremony for Stafford Borough is to be held on 14th May
- REVIEW OF THE PLANNING COMMITTEE OBSERVATIONS
The details of the planning applications discussed in March, April and the start of May were duly considered and noted.
- RECEIVE THE CHAIRMANS ANNOUNCEMENTS
No further announcements were made.
- DISCUSS UPDATES REGARDING HS2
- HS2 have started to conduct investigatory groundworks in the area. Cllr James made the meeting aware that HS2 has sent a letter to households in the surrounding areas regarding rights of access over private land. Due to the manner in which this was communicated, the letter caused a significant level of concern to some residents.
- HS2 are applying to the High Court for an injunction to restrain unlawful trespass on and obstruction of access to land on the route of the HS2 scheme on 26 May 2022.
- DISCUSS ACCEPTANCE OF THE CONDITIONS FOR THE HS2 GROUNDWORK’S GRANT FOR ASTON-BY-STONE COMMUNITY GARDEN
- The application for the grant has been successful and the clerk provided details of the conditions that must be fulfilled before the grant could be made available.
- The Members discussed each of the conditions and AGREED that the Parish Council could meet all the conditions set out in acceptance of the offer. Clerk to progress
- UPDATE ON THE BEACON LIGHTING EVENT FOR THE QUEEN’S JUBILEE
- Cllr Scrivens and Cllr Haine provided an update of the preparations for the beacon lighting event to be held on 2nd June 2022.
- Cllr McCulloch agreed to attend the event and to say a few words on behalf of Stone Rural Parish Council.
- Cllr Mardling suggested approaching Oulton cricket club to provide additional parking. Cllr Haine to action.
- RECEIVE THE CLERK’S REPORT – CORRESPONDENCE RECEIVED AND PROGRESS REPORT ON MATTERS NOT ON THE AGENDA
The Clerk’s report was received and matters duly noted.
- RECEIVE AND APPROVE THE PAYMENTS AUTHORISATIONS REPORT
The Payments Authorisations Report, together with the income received in the last period (March and April 2022) was reviewed, approved and signed by the Chairman.
- RECEIVE AND APPROVE FINANCIAL STATEMENT AND BANK RECONCILIATION FOR THE LAST PERIOD
- The financial statements for the period were received, reviewed and approved.
- The bank reconciliations for the year to date (31 March 2022 and 30 April 2022) were received, approved and signed.
- REVIEW OF THE PARISH COUNCIL’S 5 YEAR FINANCE PLAN MONITORING
The Five Year Plan for the period 2018/19 to 2022/23 was reviewed.
- AGREE THE DATE AND TIME OF NEXT MEETING
The next meeting of the Parish Council will be held on 7th July 2022 at 7.30pm at Moddershall Village Hall.
