  • PUBLIC PARTICPIATION

A member of the Oulton Community Group and a member of Stone Ramblers provided updates on their group’s work over the last 18 months and projects they expect to undertake in the coming year.

 

  • APOLOGIES RECEIVED – ACCEPTANCE AND RECORDING OF APOLOGIES

Apologies were received and accepted from Cllr P Dimberline and Cllr A McCulloch.

 

  • RECORD DECLARATIONS OF INTEREST FROM MEMBERS IN ANY ITEM TO BE DISCUSSED

None

 

  • APPROVAL OF MINUTES OF THE MEETINGS HELD ON 8 JULY 2021

The minutes of the Parish Meeting held on 8 July 2021 were considered, approved and duly signed as a correct record of the meeting.

 

  • DISCUSS MATTERS ARISING FROM MINUTES NOT ON AGENDA

Cllr Haine confirmed that the ‘No Dogs’ sign had been installed at the play park in Oulton.

 

  • REPORTS FROM BOROUGH AND COUNTY COUNCILLORS
    • County Councillors: no matters reported
    • Borough Councillors: The former magistrates court is to be demolished. The land is owned by the County Council and will be part of a regeneration programme for the town centre.
    • NHS 111 kiosks are to be introduced at hospitals across the county to try and reduce pressure on A&E departments. Similar to the online NHS 11 service, visitors to A&E will be asked to self-navigate through a series of health questions before being signposted to the most appropriate service for their needs.

 

  • REVIEW OF THE PLANNING COMMITTEE OBSERVATIONS

The details of the planning applications discussed in July, August and the start of September were duly considered and noted.

 

  • RECEIVE THE CHAIRMANS ANNOUNCEMENTS

No announcements were made.

 

  • DISCUSS UPDATES REGARDING HS2

An update on recent developments was provided.

 

  • DISCUSS ONGOING WORK REQUIRED AT MODDERSHALL VILLAGE HALL
    • Discuss quotes for replacement doors. The fire doors, main door and office door at the village hall are in need of replacement. The meeting considered the quotes obtained for the doors.
      • It was proposed, seconded and AGREED that the quote for the fire doors at £3,004.18 (inclusive of VAT) should be progressed (LGA s133). Clerk to action
      • It was proposed, seconded and AGREED that the quote for the front and office doors at £2,840 should be progressed (LGA s133). Clerk to action
    • Discuss requirements for wifi and landline. It was AGREED that the village hall should continue to have broadband. It was noted that the current broadband was not sufficient and that an upgrade was needed. It was proposed, seconded and AGREED to enter into a 2-year contract for broadband/landline provision at a cost of £36.80 per month (excluding VAT) (LGA s133).

 

  • DISCUSS GRIT BIN REQUIREMENTS IN VILLAGES

The condition of grit bins on the Kibblestone Road was discussed. It was noted that as these are large concrete containers, removal costs could be significant. It was agreed that before any decision was made that the price of new grit bins should be considered at the next meeting.

 

  • DISCUSS VILLAGE SIGNS IN OULTON

The village signs in Oulton were not commissioned by the Parish Council and therefore do not state that the village sits within the Stone Rural Parish. The meeting discussed whether the Parish Council could install a further sign in Oulton. It was proposed that potential locations for a sign should be considered and discussed at the next meeting.

 

  • DISCUSS HIGHWAY MATTERS WITHIN THE PARISH
    • Responses from the Highways Liaison Officer and County Councillor regarding attendance at Parish Meetings were discussed. Highway representatives are not available to attend evening meetings, but a daytime zoom meeting could be facilitated. It was agreed not to arrange a zoom meeting at this time.
    • It was noted that the Canal Trust had completed their repair work on the canal bridge in Meaford. No additional measures had been taken by the County Council to protect the bridge from further damage.

 

  • RECEIVE THE CLERK’S REPORT – CORRESPONDENCE RECEIVED AND PROGRESS ON MATTERS NOT ON THE AGENDA
    • The Clerk read a letter of thanks from the leader of 1st Oulton Scouts following the installation of the new front doors at the Scout hut that the Parish Council provided a grant towards.
    • Mazars have signed off the Parish Council’s AGAR for the year ending 31st March 2021.
    • An email from the Police Engagement Officer regarding whether Parish Council’s would like an officer to attend a future meeting was discussed. It was AGREED that this should be pursued. Clerk to arrange
    • The Parish Forum is scheduled for Thursday 23rd September, 7.00pm via zoom.
    • A Covid-19 vaccination programme webinar is to take place on Wednesday 29th September at 5pm.

 

  • RECEIVE AND APPROVE THE PAYMENTS AUTHORISATIONS REPORT

The Payments Authorisations Report, together with the income received in the last   period (July and August 2021) was reviewed, approved and signed by the Chairman.

 

  • RECEIVE AND APPROVE THE FINANCIAL STATEMENT AND BANK RECONCILITATION FOR THE LAST PERIOD
    • The financial statements for the period were received, reviewed and approved.
    • The bank reconciliation for the year to date (31 August 2021) was received, approved and signed.

 

  • REVIEW OF THE PARISH COUNCIL’S 5 YEAR FINANCE PLAN MONITORING
    • The Five Year Plan for the period 2018/19 to 2023/24 was reviewed.
    • The draft proof for the Moddershall information panel was discussed.
    • A quote for the Aston-By-Stone memorial garden has been received.
    • The Clerk is waiting on a response from the County Council regarding the location of proposed bins.

 

  • AGREE THE DATE AND TIME OF NEXT MEETING

 

The next Parish Meeting will take place on 11th November 2021 at 7.30pm at Moddershall Village Hall
