STONE RURAL PARISH COUNCIL Minutes of Parish Council Meeting held on 12 March 2020

1. QUESTIONS FROM THE PUBLIC
No members of the public were present.
2. APOLOGIES
Apologies were received from Cllr T Mardling, Cllr M Tyler, Cllr B Price, Cllr G Jones and Cllr Nixon, Cllr James and Cllr J Nixon.
3. DECLARATIONS OF INTEREST
None
4. MINUTES OF THE MEETINGS HELD ON 14 NOVEMBER 2019
The minutes of Parish Meeting held on 9 January 2020 were considered, approved and duly signed as a correct record of the meeting.
5. MATTERS ARISING FROM MINUTES NOT ON AGENDA
The car showroom on the A34 in Aston By Stone has now reopened as a second hand car showroom.
The survey of the milestones in the Parish is continuing. Clerk to be contacted once completed.
6. REPORTS FROM BOROUGH AND COUNTY COUNCILLORS
County Councillors: None present

7. MINUTES OF PLANNING COMMITTEE
The details of the planning applications discussed in January, February and beginning of March were duly considered and noted.
The appeal for the Darlaston roundabout was discussed. The appeal was upheld and the site will not be developed as proposed.
8. CHAIRMAN’S ANNOUNCEMENTS
The Chairman provided an update of his meeting with Cllr I Parry.
9. HS2
The meeting held on Thursday 27th February with the HS2 Community Liaison Team was discussed.
10. STAFFORD BOROUGH PLAN
The presentation and recent communications relating to the Stafford Borough Plan were considered.
The Parish Council discussed areas of the Plan that may affect the Parish. It was discussed and AGREED that the Parish would not pursue a neighbourhood plan at this time.
11. GRASS CUTTING
The recent communication from the County Council with regards to the frequency of grass cutting was discussed. It was agreed that Cllrs should, were possible, record when grass cutting takes place in their ward and email the Clerk to maintain a central record. Cllrs and Clerk to action.
12.MODDERSHALL
Cllr Dimberline updated the meeting on the removal of the post-box in the village. A new post-box is expected within 7 days.
The telephone box in Moddershall has been removed. The Parish Council was not told that this facility was to be removed.
The road surface of Mill Lane was discussed. Further damage has occurred due to flooding of the brook. These reports have been logged with the County Council.
13. CHARITABLE DONATIONS REVIEW
The charitable donations agreed at the APM in May 2019 were considered and discussed.
It was proposed, seconded and RESOLVED that a donation to the CPRE would not be made in 2020.
It was also noted that the Donna Louise Children’s Hospice was to be merged with the Douglas Macmillan Hospice.
14. CLERK’S REPORT
The Clerk’s report was considered and duly noted.
The residents of Moddershall are planning an event at the village hall for VE Day. It was proposed, seconded and RESOLVED that should the VE Day celebrations take place (either as planned or rearranged), the Parish Council should support this event and not charge for use of the hall.
15.PAYMENTS AUTHORISATIONS
The Payments Authorisations Report, together with the income received in the last period, was reviewed and signed by the Chairman.
The Clerk provided an update on the current year financials to date against budget.
16. PARISH COUNCIL 5 YEAR FINANCE PLAN MONITORING
The Five Year Plan for the period 2018/19 to 2023/24 was reviewed.
Quotes received for the Moddershall conservation map were discussed. The type of map and artwork was AGREED. Clerk to progress and obtain a final quote for the map. Clerk to action.
The condition of the notice board in Aston-By-Stone was discussed. It was agreed that the notice board should be varnished and painted once the weather allows.
It was proposed and AGREED that the Clerk should look into the cost of a small, simple shelter over the bench in Moddershall.
17 REVIEW OF EMPLOYEES
Members considered the report and recommendations of the Clerk regarding the Caretaker’s and Parish Clerk’s remuneration for 2020/21.
It was proposed, seconded and RESOLVED that the Caretaker’s remuneration should increase by 2% to £1,086 for the year 2020/21.
It was proposed, seconded and RESOLVED that the Clerk’s pay scale should be increased from SPC10 to SPC11 from 1st April 2020.
It was proposed, seconded and RESOLVED that the Clerk should be paid £300 p.a as booking clerk paid on a quarterly basis.
18. DATE AND TIME OF NEXT MEETING
The Annual Parish Meeting, the Annual Parish Assembly and the next Parish Meeting are scheduled for THURSDAY 14 May 2020 at 7.30pm at Moddershall Village
