  • QUESTIONS FROM THE PUBLIC

No members of the public joined the meeting. Questions received from the public in the period since the last meeting were discussed.

 

  • APOLOGIES

Apologies were received from Cllr B Price and Cllr W Woolliscroft, Cllr M Tyler and Cllr J Nixon.

 

  • DECLARATIONS OF INTEREST

None

  • MINUTES OF THE MEETINGS HELD ON 14 JANUARY 2021

The minutes of Parish Meeting held on 14th January 2021 were considered, approved and duly signed as a correct record of the meeting.

 

  • MATTERS ARISING FROM MINUTES NOT ON AGENDA

None

 

  • REPORTS FROM BOROUGH AND COUNTY COUNCILLORS
    • County Councillors: non present
    • Borough Councillors:
      • Cllr James provided a summary of the Borough’s £14.3 million successful bid to the Future High Streets Fund.
      • The progress of the vaccination programme within Staffordshire was discussed.
      • The Census will take place on 21st March and can be completed online.

 

  • REVIEW OF THE PLANNING COMMITTEE OBSERVATIONS

The details of the planning applications discussed in January, February and the start of March were duly considered and noted.

 

  • CHAIRMANS ANNOUNCEMENTS

The Chairman has received requests from residents for a dog waste bin. It was proposed that a bin could be included within the Aston Memorial Tree proposals.

 

  • HS2
    • HS2 has received Royal Assent. The meeting considered that the focus of the Parish Council should be on mitigating the impact on local roads and residents.
    • Details of HS2’s upcoming ecology presentation were shared with the meeting.

  

  • HIGHWAY ISSUES
    • An update on the flooding affecting Aston Lane was provided. The landowner of the field next to Aston Lane has taken action to clear the pipe. The County Council have agreed to investigate the structure of the pipe with cameras.
    • An update on the flooding affecting Mill Lane was discussed. Cllr Parry has suggested to the County Council that weight restriction signs be placed on the road.
    • Issues on Wash Dale Lane, by the Downs Bank National Trust site, were also discussed.

 

  • CHARITABLE DONATIONS REVIEW
    • The report of the Clerk was considered and discussed.
    • It was proposed, seconded and AGREED that the total amount made available to charities should be increased to £3,000.

 

  • MAY MEETING
    • The Clerk highlighted that the legislation allowing Parish Councils to hold virtual meeting ends on the 7th May 2021.
    • The Annual Parish Meeting, Annual Parish Assembly and the May Parish Meeting are currently scheduled for 13th May 2021.
    • Given lockdown restrictions it was proposed, seconded and AGREED that the Annual Parish Meeting should be postponed until the Parish Meeting on 9th September 2021.
    • It was proposed, seconded and AGREED that the Annual Parish Assembly and the May Parish Meeting be rescheduled to the Thursday 20th May at 7.30pm. The meetings will be held in Moddershall Village Hall and will comply with the relevant COVID 19 guidance.

 

  • CLERK’S REPORT
    • The Clerk’s report was considered and duly noted.
    • It was AGREED that the broken railings around the memorial trees outside of the village hall be removed and consideration given to how the plaques could be displayed.

 

  • PAYMENTS AUTHORISATIONS AND FINANCIAL REPORTING
    • The Payments Authorisations Report, together with the income received in the last   period (February and March) were reviewed and signed by the Chairman.
    • The Clerk provided an update on the current year financials to date against budget and, due to the impact of COVID-19, an expected outcome for the year.

 

  • PARISH COUNCIL 5 YEAR FINANCE PLAN MONITORING
    • The Five Year Plan for the period 2018/19 to 2023/24 was reviewed.
    • The license to plant for the Moddershall Interpretation sign has been signed and will be sent for countersignature. Clerk to action.

 

  • ANNUAL REVIEW OF EMPLOYEES
    • Members considered the report and recommendations of the Clerk regarding the Caretaker and Parish Clerk’s remuneration for 2021/22.
    • It was proposed, seconded and RESOLVED that the Caretaker’s remuneration should increase by 1.2% to £1,100 for the year 2021/22.
    • It was proposed, seconded and RESOVLED that the Clerk’s pay scale should be increased from SPC10 to SPC11 from 1st April 2021.
    • It was noted that the Clerk had not taken payment for the booking clerk role during the year 2020/21. It proposed, seconded and RESOLVED that the Clerk should continue to be paid £62.50 per quarter as booking clerk paid on a quarterly basis.

 

  • DATE AND TIME OF NEXT MEETING

The Annual Parish Assembly and the next Parish Meeting will take place on

20th May 2021 at 7.30pm at Moddershall Village Hall
