Minutes of Parish Council Meeting held on 9 March 2023

held at Moddershall Village Hall

No members of the public were present.

 

  • APOLOGIES RECEIVED – ACCEPTANCE AND RECORDING OF APOLOGIES

Apologies were received and accepted from Cllr P Dimberline and Cllr T Mardling.

 

  • RECORD DECLARATIONS OF INTEREST FROM MEMBERS IN ANY ITEM TO BE DISCUSSED

No declarations of interest were made.

 

  • APPROVAL OF MINUTES OF THE MEETINGS HELD ON 12 JANUARY 2023

The minutes of the Parish Meetings held on 12 January 2023 were considered, approved and duly signed as a correct record of the meeting.

 

  • DISCUSS MATTERS ARISING FROM MINUTES NOT ON AGENDA

There has been no further information regarding the Stone Food and Drink Festival.

 

  • REPORTS FROM BOROUGH AND COUNTY COUNCILLORS
    • County Councillors: no matters reported
    • Borough Councillors: The meeting was reminded that in order to vote at the elections on 4th May, voters will need to take ID to the polling station.
    • Borough Councillor A Harp informed the meeting that he would not be standing for re-election in May. The Chairman thanked Cllr Harp for his support.

 

  • REVIEW OF THE PLANNING COMMITTEE OBSERVATIONS
    • The details of the planning applications discussed in January, February and the start of March were duly considered and noted.
    • It was noted that application 22/36866/COU had been withdrawn.
    • The construction of the warehouse on the edge of Stone Business Park and planning process for this application was discussed. It was noted that SRPC had not been notified of the planning application.

 

  • RECEIVE CHAIRMAN’S ANNOUNCEMENTS

No further announcements were made

 

  • RECEIVE AN UPDATE ON THE ASTON-BY-STONE COMMUNITY GARDEN
    • The Parish Council have been successful in applying for a grant for the community garden in Aston By Stone with ground works expected to take place in April/May.
    • It was AGREED that the 75% of the grant should be drawn down.
    • It was agreed that a bench commemorating the coronation of King Charles III should be considered for the garden.

 

  • CONSIDER THE GRANT APPLICATION FROM STONE LIONS CLUB FOR PSA EVENT.
    • The Stone Lions Club is holding their annual PSA event on the 25th April and applied for a grant towards the cost of the event.
    • It was proposed, seconded and AGREED that a grant of £200 should be made. Clerk to action

 

  • CONSIDER QUOTES FOR A BUILDING CONDITION REPORT FOR MODDERSHALL VILLAGE HALL
    • The Parish Council agreed that a building condition report to enable a maintenance plan for the village hall was required. Recommendations for the work had been sought and quotes requested.
    • The quote from John Cornes Associated was considered and it was AGREED that they should be instructed to undertake the report as soon as possible. Clerk to progress

 

  • CONSIDER REQUEST FOR A NEW GRIT BIN IN MODDERSHALL
    • The grit bin opposite the Boar Inn in Moddershall is in need of replacement as it has been badly damaged.
    • It was AGREED to purchase a new sturdy grit bin and arrange for the bins to be exchanged. Clerk to action

 

  • CONSIDER QUOTES FOR A NEW GAS COOKER FOR MODDERSHALL VILLAGE HALL

Prices for a new gas cooker for the village hall were considered. Complications and costs associated with delivery and fitting of the cooker were discussed. It was agreed that further options should be sought from local suppliers.

 

  • PROVIDE INFORMATION REGARDING ELECTION PROCESS AHEAD OF LOCAL ELECTIOINS ON 4 MAY 2023
    • Nominations for the parish elections will be accepted from Tuesday 28th March until Tuesday 4th
    • Nomination papers need to be handed into the Election Team at the Borough Council.
    • Cllr B Fletcher notified the meeting that he would not be standing for re-election. The Chairman thanked Cllr Fletcher for his 24 years of hard work for the Parish.

 

  • RECEIVE THE CLERK’S REPORT – CORRESPONDENCE RECEIVED AND PROGRESS REPORT ON MATTERS NOT ON THE AGENDA
    • The report of the Clerk was received and matters noted.

 

  • RECEIVE AND APPROVE THE PAYMENTS AUTHORISATIONS REPORT

The Payments Authorisations Report, together with the income received in the last    period (January and February 2023) were reviewed, approved and signed by the Chairman.

 

  • RECEIVE AND APPROVE FINANCIAL STATEMENT AND BANK RECONCILIATION FOR THE LAST PERIOD
    • The financial statements for the period were received, reviewed and approved.
    • The bank reconciliation for the year to date (28 February 2023) was received, approved and signed.

 

  • REVIEW OF THE PARISH COUNCIL’S 5 YEAR FINANCE PLAN MONITORING
  • The five-year plan was reviewed.

 

  • AGREE THE DATE AND TIME OF NEXT MEETING

The next meeting of the Parish Council, the Annual Meeting of the Parish Council and the Parish Meeting will be held on Thursday 11 May, 7.30pm at Moddershall Village Hall. However, if there is a contested election the date of these meetings will be moved to Thursday 25th May 2023.
