Minutes of Parish Council Meeting held on 16 May 2024

  • PUBLIC PARTICPIATION

The Chairman took time to remember Cllr T Mardling who sadly passed away on 17 March.

No questions were received from members of the public.

  • APOLOGIES RECEIVED – ACCEPTANCE AND RECORDING OF APOLOGIES

Apologies were received and accepted from Cllr M James.

  • RECORD DECLARATIONS OF INTEREST FROM MEMBERS IN ANY ITEM TO BE DISCUSSED

No declarations of interest were made.

  • APPROVAL OF MINUTES OF THE MEETINGS HELD ON 14 MARCH 2024

The minutes of the Parish Meeting held on 14 March 2024 were considered, APPROVED and duly signed as a correct record of the meeting.

  • DISCUSS MATTERS ARISING FROM MINUTES NOT ON AGENDA

Cllr D Scrivens has received 2 letters from MP J Brereton following contacting him regarding the unresolved problems of potholes in Oulton and flooding on Nicholls Lane. A response from SCC was also included in this response.

  • REPORTS FROM BOROUGH AND COUNTY COUNCILLORS
    • County Councillors: no matters reported.
    • Borough Councillors: no matters reported
  • REVIEW OF THE PLANNING COMMITTEE OBSERVATIONS
    • The details of the planning applications discussed in March, April and the start of March were duly considered and noted.

 

  • RECEIVE CHAIRMAN’S ANNOUNCEMENTS

No further matters were reported.

 

  • TO PROVIDE AN UPDATE ON COUNCILLOR VACNCY AND CO-OPTION
    • Due to the very sad passing of Cllr Mardling, a vacancy has arisen within the Parish Council. No election has been called by parishioners and therefore the Parish Council can co-opt onto the Council.
    • The Clerk requested that any expressions of interest from members of the public should be received before the next Parish Council meeting in July.

 

  • TO CONSIDER THE REVISED GRANT FROM STONE COMMUNITY SPEED WATCH
    • The meeting considered a revised grant request from Stone Community speed watch for the purchase and installation of 4 community speed watch signs in Oulton at a total cost of £379.52
    • It was proposed seconded and AGREED that the Parish Council should pay for the installation and cost of the signs, totalling £379.52. Clerk to action
  • TO REVIEW PROGRESS ON MATTERS RELATING TO MODDERSHALL VILLAGE HALL
    • TO RECEVIE QUOTE FOR REPAIRS TO THE FRONT EXTERIOR BOARDS OF THE VILLAGE HALL

A quote received for replacing the lower exterior boarding to the front of the hall and to reinforce an area within the men’s cloakroom where the floor has dropped. Quote for the works is £520. This was APPROVED.

  • TO DISCUSS OTHER RECOMMENDATIONS OF THE SUB COMMITTEE

There were no further recommendations from the sub-committee.

  • UPDATE ON REPLACEMENT OF OLD GRIT CONTAINERS AND PURCHASE OF 3 NEW GRIT BINS
    • As previously AGREED by the Parish Council, the county council are to replace the old grit containers on Kibblestone Lane with 3 new grit bins purchased by the parish council
    • The grit bins have been purchased at a cost of £737.35 and are being delivered directly to the Highways Depot in Stone.
  • RECEIVE THE CLERK’S REPORT – CORRESPONDENCE RECEIVED AND PROGRESS REPORT ON MATTERS NOT ON THE AGENDA
    • The Clerk’s report was received, and matters noted.
    • The Clerk informed the meeting that the reporting for the Aston By Stone grant has been accepted by HS2. A further progress report will need to be submitted in 12 months.
    • Yarnfield Parish Council have written to the Council to express their concerns over the state of Yarnfield Lane, which is partially located within Stone Rural Parish. They have also been in contact with the County Council, Ian Parry and HS2.
    • Yarnfield Parish Council have offered to attend the next Parish Council meeting to discuss how the Parish Councils can work together on such matters. It was agreed that members of Yarnfield Parish Council should be invited to the July meeting.
    • It was noted that correspondence had also been received from a resident of Yarnfield regarding the state of repair of Yarnfield Lane.
  • FINANCIAL MATTERS
    • RECEIVE AND APPROVE THE PAYMENTS AUTHORISATIONS REPORT

The Payments Authorisations Report, together with the income received in the last    period (March, April and the start of May 2024) were reviewed, APPROVED and signed by the Chairman.

  • RECEIVE AND APPROVE FINANCIAL STATEMENT AND BANK RECONCILIATION FOR THE LAST PERIOD
    • The financial statements for the period were received, reviewed and approved.
    • The bank reconciliations for the year ending 31 March 2024 and year to date (30 April 2024) were received, approved and signed.

 

  • AGREE THE DATE AND TIME OF NEXT MEETING

The next Parish Council Meeting will take place on Thursday 4 July at Moddershall Village Hall.

 *due to general election this was subsequently changed to Tuesday 2 July*

The Instant Access account balance as at 14 May was £10,370.93 and the current account was £25,913.79. Considering the May payments and the payments to be paid in June, it is recommended that no funds be transferred at present. To be reviewed at the July meeting.

It is also noted that the Village Hall Insurance is due on 27 June. 2024. Allied Westminster are the current insurers; they are aware of the building maintenance report and have been updated as to progress. Delegates authority is requested to pay premium if £1,000.00 or under (prior year £858.98). If premium is significantly higher than prior year, Clerk will inform Parish Council.
